Board of Trustees

Barrie Parsons Tilghman, Chair

Mayor of the City of Salisbury. She has been Mayor of Salisbury since 1998 and is a past president of the Board of Directors of the Maryland Municipal League. She has served on the Salisbury Historic District Commission and the Salisbury School Board of Trustees, and is a past president of the Wicomico Historical Society. She has a BA in History from Salisbury State University.





David J. Deutsch, Vice Chairman

Manager for the City of Bowie. Currently he is serving on the MML Legislative Committee and has been active in the ICMA Task Force on Community Tools for Ending Racism and served on the ICMA Retirement Corporation's Board of Trustees. He received his BA in Political Science from S.U.N.Y. and his MA in Public Administration from Syracuse University.

 


Roger L. Fink, Secretary

Appointed County Attorney for Charles County in November 1991. Prior to assuming his post, he served as an Assistant Attorney General for the State of Maryland for four years. Mr. Fink also served as an Assistant County solicitor for Howard County and maintained a private law practice in Ellicott City. He received his Juris Doctor degree from the University of Baltimore School of Law in 1983 and is a member of the Maryland and Florida Bars.

 


David S. Bliden, Ex-Officio

Executive Director of the Maryland Association of Counties. Was a Legal Intern for the State’s Attorney’s Office of Prince George’s County; Attorney Advisor for the Department of Health, Education and Welfare; Associate County Attorney for Prince George’s County; Deputy County Attorney for Anne Arundel County, and a Legislative Liaison Officer for Anne Arundel County. Has a B.A. in Economics and a J.D. in Law. Served on the MACo Legislative Committee, as president of MACo’s Civil Attorneys Group, and on the Human Relations Commission for the City of Annapolis.


Scott A. Hancock, Ex-Officio

Executive Director of the Maryland Municipal League. Was an Assistant Town Administrator for the Town of Snow Hill, a Town Manager for the Town of Centreville, and Manager for the City of York, Maine. Has an M.A. in Management and Supervision and an M.A. in Public Administration. Was a member of the International City/County Management Association, the American Society for Public Administration, as Secretary/Treasurer for the Rhode Island City/Town Managers Association, and member of the Legislative Policy Committee of the Maine Municipal Association.


John "Sonny" Bloxom

He is presently serving as full-time County Attorney for Worcester County.  He is a former County Commissioner and served three terms beginning in 1990, 6 years as President and 4 years as Vice-President.  Sonny graduated from the U. S. Merchant Marine Academy in 1968 and served as a Deck Officer in the Merchant Marines for nine years. He is a retired Commander in the US Naval Reserves. Sonny obtained his law degree from the University of Maryland School of Law in 1976 and served as an Assistant States’ Attorney from 1978 through 1980 and as the City Attorney for Pocomoke City from 1979 to 1990.  He has previously served on the MACo Board of Directors, the LGIT Board of Trustees and the LGIT Claims Committee.

David E. Carey

David E. Carey is a graduate of Dulaney High School in Timonium, and received his Bachelor of Arts in English from the College of Wooster (Ohio). He received his law degree from the University of Baltimore in 1989, and then served as Law Clerk to the Honorable Robert L. Karwacki, then an Associate Judge of the Court of Special appeals of Maryland. Mr. Carey is active in community affairs and served on the Futures Commission of Harford County, the Greater Bel Air/Forest Hill Community Planning Council and the Harford County Housing and Community Development Commission. He is the past Chair of the Town of Bel Air's Economic and Community Development Commission. In 1997 and 2001 he was elected to a four-year term on the Bel Air Board of Commissioners and in 1998 to the Harford County Democratic Central Committee. He also serves on the Legislative committee of the Maryland Municipal League and has testified before committees in both the Maryland House of Delegates and Senate on issues of interest to Maryland's cities and towns. He is a member of the Association of Trial Lawyers of America, the Maryland Trial Lawyers Association, the National Criminal Defense Attorneys Association, and the American, Maryland and Harford County Bar Association.


Stewart B. Cumbo

Stewart, Councilman, Town of Chesapeake Beach, is a member of the Board of Directors of the Maryland Municipal League and serves as their 2007-2008 President. He has served as MML First Vice President, District 4 Vice President (Southern Maryland), and President of the Southern Maryland Municipal Association. He has served as Chairman (2005 & 2006) of the MML Convention Planning Committee. He is a member of the Governor’s Public Safety Interoperability Working Group. He has served as the Vice-Chairman of the Calvert County State Democratic Central Committee and served on the State Rules Committee. Stewart is a graduate and Fellow of the Academy for Excellence in Local Governance, University of Maryland. He has a Bachelor of Arts from the University of Maryland, Division of Behavioral and Social Sciences, Criminology, and a Master of Science in Management from the Johns Hopkins University, School of Professional Studies in Business and Education. He is a member of Leadership Maryland Class 2006. Stewart is also a graduate of the Police Executive Leadership Program, Johns Hopkins University and successfully completed the University of Delaware, Criminal Justice Leadership Institute. He is a First Sergeant with the Department of Maryland State Police and a crisis negotiator (Team Leader) on their Hostage Recovery Team. He is a former Police Officer of the Metropolitan Police Department, Washington, D.C. and former Deputy United States Marshall.

Susanne Hayman

County Administrator for Kent County since 2004. Past elected State’s Attorney for Kent County; Deputy State’s Attorney for Kent County: county attorney; and attorney to the Kent County Board of Zoning Appeals. She is a former member Chestertown Planning Commission; Kent County Building and Housing Code Committees; and Chestertown Board of Election Supervisors. Adjunct faculty Chesapeake College. She has a B.A. in sociology from Washington College, and J.D. from University of Baltimore.

Robert S. McCord

Robert S. McCord, County Attorney, appointed in April 2004, received a Bachelor’s degree in Business Administration and Philosophy from Loyola College in Maryland in 1983 and a Master of Business Administration from Loyola in 1985. He received a Juris Doctor, cum laude, from the University of Baltimore School of Law in 1989 where he has served on the Adjunct Faculty since 1995. Mr. McCord has been a member of the Maryland Bar since his admission in 1989. He has also been admitted to the U.S. District Court for the District of Maryland, the U.S. Court of Appeals for the Fourth Circuit and the U.S. Supreme Court. He has served as a judicial law clerk in the Circuit Court for Harford County (1989-1990); was an associate in the Bel Air law firm of Leaf and Mahoney, P.A. (1990-1998); and has served as the Deputy County Attorney for Harford County (1998-2004). He currently serves as President of the Maryland Association of County Civil Attorneys an affiliate of the Maryland Association of Counties. He also serves on the Claims Committee of the Local Government Insurance Trust.

John Miller

Burgess Miller has been a resident of the Middletown Valley since 1962. He grew up in the town of Myersville until 1971 when he and his family moved to Middletown. Mr. Miller is married to Karen, Assistant Principal at Middletown Elementary School. They have resided in the Foxfield development since 1991 with their children, Cari and Greg. Mr. Miller attended Myersville Elementary School and graduated from Middletown High School 1975. Mr. Miller attended Shepherd College in Shepherdstown, WV and earned a Bachelor of Arts degree in Secondary Education in 1979. Mr. Miller also holds a Master's Degree in Educational Administration from Hood College. He has been employed as a teacher for Frederick County Public Schools for over twenty years. Mr. Miller currently teaches Government at Middletown High School. Mr. Miller is a member of Holy Family Catholic Community. He is a member of the Frederick County Teachers Association. Previous to his election as Burgess, Mr. Miller served for 12 years as a Commissioner. Burgess Miller is now serving his first term as Burgess.

F. Gary Mullich

Director of General Services for Garrett County. Has a B.S. in Business and Public Administration from the University of Maryland. Has been an employee of Garrett County Government since 1977. The General Services Department administers the County’s Risk Management functions, facilities management, Equipment and asset management, telecommunications and IT management, Airport operations, Capital Projects, Solid Waste and Recycling operations, and Liquor Control Board. Oversight responsibilities have included the County’s Emergency Management, Animal Control and Purchasing operations. Served on the County’s Community Action Committee’s Governing Board, has served as president of the Western Maryland Cooperative Purchasing Committee, vice-president of the Maryland Alcohol Licensing Association, member of the County’s Solid Waste and Recycling Committee, Animal Issues Advisory Committee and Airport Advisory Commission.

Wilson H. Parran

President of the Calvert County Board of County Commissioners. He is 1st Vice President of the Maryland Association of Counties (MACo) and represents Calvert County on the MACo Legislative Committee. He holds a Bachelor of Science Degree in Organizational Management from Columbia Union College and a Masters of Science Degree in Information Systems from The George Washington University. He is a member of the Leadership Maryland Class of 1999. He was President of the Maryland Association of Boards of Education (MABE) in 1985 – 1986. He also served as the first Chairman and a founding member of the MABE Workers’ Compensation Group Self Insurance Fund. He is a former member of the Calvert County Board of Education (1980 – 1986) and the Maryland State Board of Education (1986 – 1991). He served in the U.S. Air Force and is a Vietnam Era Veteran.
