The Staff

Executive Services

Jon C. Burrell, Executive Director  Jon@lgit.org  He worked two years for the Maryland Legislature, 22 years for the Maryland Municipal League where he served more than 15 years as Executive Director. He was one of the original founders of the Local Government Insurance Trust serving 8 years as a member of the Board of Trustees. He also served on all Trust committees and was the first chairman of the Risk Management Committee. He administers the daily operations of LGIT and has served as CEO since 1995. He is presently on the Board of the National League of Cities Mutual Insurance Company, and is the Past President and Board member of the Maryland Society of Association Executives.

Sandy Tedrow, Executive Secretary  SandyT@lgit.org   has over 20 years of administrative experience in the health and legal environments. Previously, she worked for Radiologix, as the Radiology Information Specialist in their IT Department. She also owned her own business editing court ordered depositions. She serves as support to the Executive Director and Board of Trustees.

Marsha L. Carpenter, Human Resources Specialist  MarshaC@lgit.org   has an Associates degree in Business from Henderson University in Arkadelphia, Arkansas. She has over 10 years insurance experience, two of which were with CIGNA HealthCare, working in the medical insurance sales department. She also worked in the Human Resources department handling company benefits for seven years.

Finance and Information Services

J. Earle Beyer, Director  Earle@lgit.org  is a Certified Public Accountant and has a BS degree in Economics with minor degrees in Finance and Accounting from the University of Maryland - Baltimore County. He has over 15 years of financial accounting experience including governmental accounting, and insurance. Prior to joining the Trust in January of 1997, he served as the Manager of Financial operations for Howard County Government. His responsibilities include overseeing general accounting and financial reporting, payroll, budget, investment management and information systems.

Betty R. Haynes, Accountant  Liz@lgit.org  Handles day to day accounting functions to include general accounting, A/P, A/R, and payroll.

Michael B. Becker, Systems Engineer  MBecker@lgit.org  is a Novell Certified Network Engineer (CNE), Microsoft Certified Engineer (MCSE), and A CompTIA A+ Technician and has managed network and computer systems for the past 10 years. He will provide network and computer support and assistance for LGIT, MACo and MML.

Sheryl A. Browning, Database Analyst/Media Specialist  Sheryl@lgit.org holds a BS in Business and Management with a minor in Computer Studies and a Certificate in Database Management from University of Maryland University College, and a Certificate of Proficiency in Financial Planning from Howard Community College. Sheryl is responsible for analyzing business processes and providing programming and database solutions that streamline work flow, technical support and training, claim database management and report writing, claim financial and statistical reporting, Web and Intranet development, and graphic design and desktop publishing.

Loss Control & Underwriting Services

Herbert H. Schomburg, Director, Loss Control and Underwriting Services Hank@lgit.org
“Hank” holds the CPCU, ARM, AIM, and AIC designations from the Insurance Institute of America and will be responsible for the oversight of underwriting, loss control and training activities. Before coming to LGIT, he earned a degree in Linguistics and Anthropology at the University of South Florida, lived in Europe for several years, and upon his return to Florida, he began his insurance career as a multi-line independent adjuster, progressed to supervisor, and later became manager of Johns Eastern Company’s Baltimore office. He then worked as Claim Manager for the Maryland Transit Administration for four years and Risk Manager for six years. Hank is past president of the Railroad Insurance Management Association (RIMA).


Scott E. Soderstrom, Underwriter Manager  Scott@lgit.org Scott Soderstrom is a member of the CPCU Society and earned the CPCU Distinguished Graduate Award for highest academic achievement – DC Chapter. He holds a B.S. in Business Administration, George Mason University; Associates for Risk Management designations for private entities (ARM); and public entities (ARM-P); certificate for Public Entity Risk Management (RMPE): Supervisory Management Certificate (SM); completed the property coursework toward the Associates for Loss Control Management designation; and has over 20 years insurance/risk management experience. He manages the underwriting operations for both the Liability and Property Pools.

Ellen P. Nudd, Underwriter  EllenN@lgit.org  Ellen works in the Loss Control and Underwriting Department where she assists with the underwriting needs for the LGIT Liability and Property Pools. She holds a B.S. in Business Administration from Columbia Union College. Prior to working for LGIT, she worked for Adventist Risk Management as a Risk Placement Specialist for 12-1/2 years, with experience in marketing and risk management in the liability and property arena worldwide.

Richard A. Furst, Manager, Senior Loss Control Services  Dick@lgit.org  Holds a BS in Personnel and Labor Relations from the University of Baltimore. He has over 25 years experience as a loss control consultant. Prior to coming to LGIT he specialized in servicing large national accounts for CIGNA Insurance Co. He is the senior consultant for the liability and property programs.

Lawrence J. Bohlen, Loss Control Training Coordinator   LBohlen@lgit.org  “Larry” develops, implements and coordinates training seminars on a wide variety of loss control training topics. He also teaches Defensive Driving classes, coordinates the Employment Law Hotline and assists with Educational Grants. Larry holds a BA from Salisbury University in History. He worked for the Dorchester County Board of Education as Site Administrator for the County’s Evening High School Program and other Adult Education programs. He is also a former city council member of the Cambridge City Council and served as Council President from 2002 to 2004.

Vance J. Petrella, Manager, Loss Control Services  Vance@lgit.org  Holds a Ph.D, JD, and DABT. He is board-certified in general toxicology and has practiced environmental law and industrial toxicology. He is the senior consultant for the Environmental Impairment Liability Program; and a consultant for the liability and property programs.

Jeff Perkins, Loss Control Assistant   JPerkins@lgit.org  Jeff works in the Loss Control and Underwriting Department where he assists the loss control associates in training our members on a variety of loss control training issues and also assists members with property surveys. He comes to us from Amerix Corporation where he was a Credit Counselor/Financial Planner, with experience in assisting clients with their financial needs. 

Michelle Yannone, Staff Associate  MichelleY@lgit.org  Michelle provides support to the director of Loss Control & Underwriting coordinating the membership renewal process and assists the loss control training coordinator with organizing training events and maintaining the training database.  Michelle has over 10 years administrative experience and four years experience in information technology security. 

Claims Services

Sherri N. Butler, Director of Claims Services  SButler@lgit.org   has a BS in both Paralegal Studies and Management Technology from the University of Maryland. She worked for several years in an insurance defense law firm. Prior to coming to LGIT, she worked for nine years in the Anne Arundel County Office of Law and Office of Risk Management. She worked in Anne Arundel County's self-insurance program defending public officials, police and general liability claims and managed workers compensation claims. After serving as a Claims Analyst at LGIT for five years, she became Director of Claims and is responsible for the oversight of the Claims services staff and activities.


Elisabeth Beekman, Claims Manager/Litigation Analyst  EBeekman@lgit.org  has a BS from Florida State University and a Certificate from the National Center for Paralegal Training in Atlanta, Georgia. She spent several years as a paralegal with the Tennessee Valley Authority and insurance defense firms before moving into claims work with insurance companies. She makes liability determinations and manages litigation primarily in the area of police and public officials liability.

Elizabeth Martinez, Claims Analyst  EMartinez@lgit.org  "Liz" is a native of New York who received her JD degree from New York Law School in 1992. She worked as a Landlord-Tenant attorney with non-profit organizations in New York City for several years before moving to Maryland with her family. She worked as a claims professional for State Farm and Paramount insurance companies for 3 ˝ years handling auto liability claims. She makes liability determinations and manages litigation primarily for Police and Public Officials liability.

Kathy Bauman, Claims Analyst  KBauman@lgit.org attained a Bachelor of Science degree from the University of Maryland, and has worked since 1995 as a property and casualty claims professional for AIG, Travelers', Farmers, The American Red Cross and LGIT. She has earned the  Associate in Claims, Casualty Claims Adjuster, Associate in Risk Management for Public Entities Designations and is a CPCU Candidate. She handles general liability, auto, property and casualty claims.

Sharonda Clark, Claims Analyst  SClark@lgit.org has over six years claims handling experience. She is originally from the Philadelphia and New Jersey area and has a bachelor’s degree in English. Sharonda has worked with major carriers such as AIG, State Farm and Progressive and has experience handling property, general liability, auto, homeowner’s and catastrophic claims. Additionally, she has experience estimating auto and homeowner’s claims.

Hollis Henry, Claims Analyst  HHenry@lgit.org  Hollis has been a claims examiner for almost 13 Years. He is originally from New York and has a Bachelor of Science Degree in Business and Economics as well as a Master's Degree in Human Resources and Labor Relations. He has worked for major carriers such as Liberty Mutual, Utica National and CGU, managing auto, general liability, workers compensation, litigation and catastrophe claims. He is also experienced as a Risk Manager in a non- profit setting. He has been a member of several boards of directors in New York and Maryland for non-profit organizations. In addition, he is a training and education consultant with the Jewish Anti-Defamation League. Hollis will handle a variety of claims including, general liability, auto and property. 

Dorie L. Schwartz, Claims Analyst  DSchwartz@lgit.org  has over eleven years claims experience. Prior to coming to LGIT she was a claims adjuster with Montgomery Mutual Insurance Company in Sandy Spring, Maryland. She holds Certificates in Property Insurance Coverage, Small Loss Property Adjusting and Liability Loss Adjusting from Vale National. She handles auto, general liability, property and equipment breakdown non-litigated claims.

Katie W. Adams, Claims Litigation and Subrogation Specialist  KAdams@lgit.org  has a BA in American History from Hollins College, an MA in American Civilization-Material Culture from the University of Pennsylvania, and a certificate in litigation from the Institute for Paralegal Training in Philadelphia. She has worked in a variety of law firms and corporate legal departments, and most recently for the Anne Arundel County Office of Law. She provides litigation support and related functions to LGIT's Claims staff.

Patricia Olson, Claims and Legal Staff Associate  POlson@lgit.org  comes to LGIT with five years of administrative support experience. She attended Howard Community College and received a certificate in Microsoft Office 2000. She currently supports the claims adjusters and analysts with word processing, database entry and general office duties. Pat also provides necessary administrative support to the Legal Department.

Charise Henderson, Claims Administrative Assistant  ChariseH@lgit.org  has 10 years experience in the health care industry. Three of those years working in insurance at CareFirst BC/BS in customer service for individual and group accounts. After working in LGIT's Health Benefits Department for 1 year, Charise transferred to Claims Services where she is responsible for setting up claims, processing loss payments and assisting the adjusting staff.

Legal Services

John F. Breads, Jr., Esquire, Director of Legal Services  jBreads@lgit.org  defends LGIT members and their public officials and law enforcement personnel in state and federal civil lawsuits, and assists staff and LGIT members with risk management issues. John received his JD from Catholic University in 1980. After an internship with the U.S. Department of Justice, he served for three years as an Assistant State's Attorney for Prince George's County Office of Law, specializing in police misconduct litigation. From 1989 to 1999, he was an Assistant and later a Senior Assistant County Attorney for Anne Arundel County.

Christine Altemus, Attorney  ChristineA@lgit.org defends LGIT members and their public officials in state and federal civil lawsuits, and assists staff and LGIT members with risk management issues. She received her JD from Washington and Lee University in 1990. After a clerkship with the Honorable J. Norris Byrnes in the Circuit Court for Baltimore County, she served for nine years with the law firm of Church & Houff, P.A., specializing in insurance defense, products liability, and environmental law.

Matthew D. Peter, Attorney  MPeter@lgit.org defends LGIT members, their public officials and law enforcement personnel in state and federal civil lawsuits, and assists staff and LGIT members with risk management issues. Matt received his JD from Syracuse University College of Law in 1998. Prior to joining LGIT he worked for over six and a half years at the law firm of Karpinski, Colaresi and Karp where he worked on various types of cases including matters involving LGIT members, their public officials and law enforcement personnel.

Support Services

Arlene P. Courtney, Manager   Arlene@lgit.org   was the third employee hired by the Trust. She heads up the support staff and is responsible for personnel, office management, purchasing, and coordinating the training seminars. In addition to these responsibilities, she serves on all in-house committees for the improvement, and enhancement of the Trust.

Latina Wilkinson,  Administrative Assistant   LWilkinson@lgit.org  Latina provides administrative support for the Underwriters and directly assists the manager of the Support Services Department.

Carolyn A. Stallings, Administrative Assistant   Carolyn@lgit.org  provides support for the Manager of Property Liability and also support for Support Services. She has over twenty-five years of Administrative and Secretarial experience.
