LGITs Maryland Training Clearinghouse
The Local Government Insurance Trust (LGIT) offers much training
throughout Maryland for members, but LGIT also encourages members
to take advantage of the safety and loss control trainings offered
by other organizations. This clearinghouse of training organizations
is maintained to inform members of the wide array of training
available. It is a continual work in progress. If you know of
an organization that is not yet listed, please contact Larry Bohlen, Loss Control Training Coordinator at LBohlen@lgit.org
or 443-561-1700. LGIT member local governments could
use the information below to seek training to reduce losses as
shown in the LGIT Loss Control Report Card or to seek training
with the intention of applying for a LGIT training grant.

intended audience, loss exposures affected (general liability,

Training Organizations
Academy for Excellence in Local Governance
Description: Voluntary program open to all local
officials in Maryland. It provides educational opportunities designed
to increase understanding of local government and how it functions.
Training: Varies. Refer to the website for complete
information.

Cost: Participation in the Academy requires a
registration fee of $250. This fee covers a portion of the administrative
costs associated with managing the Academy, mailings, program
brochures, certificates, and lapel pins. There will be no additional
fees for Academy courses offered during the MML and MACo conventions
or conferences or presented as LGIT or IGS workshops other than
the customary registration fees for these events. If CEUs are
awarded, a $10 fee per CEU will be charged. Courses offered in
other venues will carry a nominal fee to cover actual costs.

American Traffic Safety Services
Association (ATSSA)
Description: The American Traffic Safety Services
Association is a national trade association in its third decade
of representing companies and individuals in the traffic safety
industry, including both private sector and public officials.
ATSSA members are involved in temporary traffic control, signing,
and pavement marking, providing many of the services and materials
used on our nations roadways.
Training: ATSSA is dedicated to improving and
promoting roadway safety. We strive to provide for and improve
the safety of the motorist, pedestrian and the worker by providing
training, advocacy, and opportunities for the exchange of information
between industry and government. To accomplish this mission, ATSSA
has developed several training courses. Included are the one-day
Traffic Control Technician (TCT) course, the two-day Traffic Control
Supervisor (TCS) and certification program. The TCS course also
includes flagging operations. This is covered in enough detail
that an individual who has completed this course would be able
to instruct basic flagging operations. (Other courses include:
Traffic Control Design Specialist, Pavement Marking Technician,
Guardrail Installation Training, Longitudinal Barrier Systems,
Comprehensive Inspection Training, and Emergency Traffic Control
for Emergency Responders).
Audience: Those who perform work on our nations
roadways contractors and subcontractors, designers, installers,
inspectors in the areas of temporary traffic control, pavement
marking, sign installation, guardrail installation, flagging operations,
design and inspection.

Federal Law Enforcement Training Center (FLETC)
Description: The Federal Law Enforcement Training
Center(FLETC) is a Bureau of the Department of Homeland Security.
The FLETC at Cheltenham Maryland, is one of five FLETC sites in
the United States. The FLETC Cheltenham center was created on
October 28, 2000 when Public Law 106-346 was signed into law to
establish and operate a metropolitan area law enforcement training
center for the Department of Treasury, other Federal agencies,
the US Capitol Police, and the Washington, D.C. Metropolitan Police
Department . . . that the principal function of the center shall
be firearms and vehicle operation requalification [and other continuing
professional training] . . . the use of the center for training
for other State and local law enforcement agencies may be provided
on a space-available basis. The FLETC at Cheltenham has
identified over 18,000 Federal law enforcement officers from 70
different Federal law enforcement agencies as their primary customers.
Training: The principal function of the center
shall be firearms and vehicle operation requalification and other
continuing professional training to include tactical training
and professional development training. On the FLETC Cheltenham,
MD campus are facilities provided to support the US Capitol Police
training Academy.
Audience: There are over 18,000 Federal law enforcement
officers from 70 different Federal law enforcement agencies who
are authorized to use the FLETC Cheltenham facility. The primary
customers Department of Treasury [now Department of Homeland Security],
other Federal agencies, the US Capitol Police, and the Washington,
D.C. Metropolitan Police Department . . . and other State and
local law enforcement agencies may be provided on a space-available
basis.

and low-speed non-emergency vehicle operation, non-lethal tactical
simulations.

Maryland Center for Environmental
Training (MCET)
Description: MCET is a non-profit educational
organization that provides comprehensive training and technical
assistance for environmental compliance and occupational safety
and health. Environmental training is provided on topics such
as operations and maintenance, emergency response planning, security,
and management. MCET also provides on-site environmental compliance
assistance to Maryland's communities. MCET's worker health and
safety training outreach program offers seminars on regulations
and techniques for prevention of work-related illness and injury.
Training: Hundreds of environmental and health
and safety courses on a variety of topics are offered each year.
Environmental training is provided in partnership with the Maryland
Department of the Environment, the Environmental Protection Agency,
and other organizations. Seminars on new health and safety standards
and topics of general interest are offered through a partnership
between MCET and Maryland Occupational Safety and Health (MOSH).
Audience: Training is offered for environmental
professionals, especially water and wastewater operators and superintendents
and local government officials. Courses for water and wastewater
operators are approved by the State of Maryland for certification
renewal. MOSH health and safety seminars are offered to all Maryland
employers and employees. College continuing education units are
provided for most courses.
Exposures affected: MCETs environmental
training and technical assistance are designed to protect public
health through enhanced regulatory compliance and to protect community
investments in infrastructure through optimized operation, effective
maintenance, and improved security. MOSH health and safety seminars
provide current information on regulations and techniques for
prevention of work-related illnesses and injuries.
Cost: Environmental training is supported by
the Maryland Department of the Environment and student tuitions.
Classroom training tuition charges vary, but are not profit-based.
MOSH health and safety seminars are free and open to the public,
but pre-registration is required.
Location: Environmental training is offered throughout
Maryland. Special environmental training events occasionally are
offered regionally and nationally. MOSH health and safety seminars
are offered in five regional locations (Baltimore, Washington,
Eastern Shore, Southern Maryland, and Western Maryland) to ensure
that they are easily accessible to all Maryland employers and
employees.

Maryland Chapter of the Public
Risk Managers Association (MD PRIMA)
Description: PRIMA is the only U.S. based professional
association solely dedicated to promoting effective risk management
in public agencies, encouraging efficient public risk management
practices and advancing the profession of risk management as an
integral part of public administration.
Training: One-half to full-day educational seminars
with guest speakers are held in January, spring and fall of each
year. Topics are selected based on current issues in the risk
management. National PRIMA presents a four-day annual conference
each spring.
Audience: PRIMA is an independent organization
composed of representatives of local governments, risk management
pools and other organizations that actively manage the insurance,
safety and liability risks of public entities.
Exposures affected: Training topics include timely
issues relating to insurance, general liability, automobile liability,
property exposures, workers compensation, safety and contract
administration.
Cost: Most seminars are provided at $25 for PRIMA
members and $30 for guests. Price includes lunch.

Description: Vested with the authority to set
standards of initial selection and training for all governmental
law enforcement, correctional and parole and probation and juvenile
justice officers in the State of Maryland, and to otherwise upgrade

Public Entity Risk Institute (PERI)
Description: PERI serves public, private and nonprofit
organizations to facilitate the development and delivery of
education and training on all aspects of risk management. It
serves as a resource center and clearinghouse for all areas of
risk management, developing comparative performance measurement
and best practices. It operates an innovative, forward-looking
grants and research program in risk management, environmental
impairment liability and disaster management.
Training: PERI’s Virtual Symposium Programs offer
valuable educational opportunities in an array of risk management
subjects. These programs are designed to be all electronic and are
available to anyone with Internet access. The programs are
delivered at no cost to anyone. Their monthly newsletter, the
PERIscope, is on line at no cost.
Audience: PERI provides synergy among existing programs
and organizations and serves as a catalyst in all areas of risk
management for public, nonprofit and small business entities.

knowledge within small entities on loss prevention and control

Maryland Fire and Rescue Institute (MFRI)
Description:
The
Maryland Fire and Rescue Institute (MFRI) of the University of Maryland is the
State's comprehensive training and education system for emergency services. The
Institute plans, researches, develop, and delivers quality programs to enhance
the ability of emergency services providers to protect life, the environment,
and property. MFRI is the State's fire and emergency service training agency.
The Institute has more than 70 years of experience in providing
training to protect the citizens of Maryland. Over four hundred certified
instructors serving as part-time faculty support more than fifty full-time
faculty and staff members. MFRI programs rely on the knowledge and resources of
the University of' Maryland system to obtain service and assistance to serve
you. The University of Maryland is a not-for-profit governmental agency of the
State of Maryland.
Training: The MFRI organization is comprised of five sections, working
together to deliver services to a wide variety of customers. The Administrative
Services Section is responsible for a variety of activities which provide a
solid base of' support to the overall mission of the Institute. The Field
Operations Section is responsible for the delivery of field programs throughout
regions of Maryland. The Institute Development Section is constantly providing
new and revised teaching programs to reflect the current dynamics within the
emergency services. The Logistical Support Section is responsible for the
operation and maintenance of the training centers, equipment, vehicles, and

American Public Works Association -
APWA
Description: The American Public Works Association is an
international educational and professional association of public
agencies, private sector companies, and individuals dedicated to
providing high quality public works goods and services. All
aspects of public works are covered, including: water and waste
water, road maintenance, traffic control, snow removal,
construction, and many others.
Training: Covering a wide variety of public works topics.
With training located nation wide, APWA offers a variety of
training methods for the adult learner. Along with its popular
videoconferences and text-based courses, APWA offers live
instructor-led workshops on specific topics. Training is also
available through their “Click, listen & learn” programs,
Web-based training programs and live workshops. APWA offers a
wide variety of video and other resources for both members and
non-members.

Cost: Membership costs vary, individual membership annual
dues $129.00. Membership is also available to any federal,

approximately $20 USD on annual membership dues.

Public Technology Institute (PTI)
Description:
PTI offers a variety of
technology products and services to assist local governments in
addressing their technology needs. Through research,
focus groups, online discussions, publications, conferences,
pilots and demonstrations, and other information sharing
vehicles, PTI’s local government and industry members work
together to develop and apply technology to the challenges
facing communities of all sizes.

Certified Public Technology
Management: The goal of the Certified Public Technology
Management program, now in development, is to provide technology
professionals with educational experiences that will enhance
their ability to serve in their local government jurisdiction.
Certifications in public technology will consist of two
programs. The first program, Certified Public Technology Manager
(CPTM), has been developed to provide a curriculum geared
towards managing the technical environment within the local
government setting. The program is designed to meet the needs of
managers in all sizes of local government jurisdictions.
