Bill litigates claims related to police, public official and employment matters throughout the state and in federal court.  He served in Maryland government for 25 years at M-NCPPC, where he served as chief of the Litigation and Employment Law Team and Anne Arundel County where he was a Senior Assistant County Attorney primarily litigating labor and employment matters and generally representing the fire department.  In those capacities he handled a variety of government matters including employment and police advice and litigation.   Prior to government he served at private law firms for 8 years focused on civil litigation.  Bill received his undergraduate degree with honors from the University of Maryland in Business and Management with a concentration in Personnel/Labor Relations and received his J.D. from George Washington University Law School with honors.  Upon completing law school, he served as Law Clerk for the Honorable James P. Salmon in the Circuit Court for Prince Georges County.
